The Portfolio of Legal Affairs, invites applications for the following position:

LEGISLATIVE COUNSEL (FINANCIAL SERVICES)
SALARY: CI$ 72,240 - $97,176 PER ANNUM**
               US$ 86,000 - $115,686  PER ANNUM**

The volume of legislative drafting work generated by the Ministry of Financial Services, Commerce and Environment, fuelled by local needs as well as global initiatives continues to grow. In support of these developments the Portfolio of Legal Affairs is seeking to employ a Legislative Counsel on a fixed term contract of two years. The post holder will be responsible for drafting specific, clear and relevant legislation. Drafting will include both primary and secondary legislation which is consistent with Government Policy and timelines set in relation to the pertinent matters in the financial services industry.

Responsibilities will include but are not limited to: 
•    Providing professional drafting support by researching, analyzing and drafting legislation particular to the financial services industry
•    Being current with relevant commercial and regulatory developments internationally in the financial services area
•    Reviewing existing legislation and modifying where necessary to ensure integration and that currency is maintained
•    Acting from time to time as a representative at meetings with other agencies and interest groups, providing information and explanation on existing or proposed legislation

Qualifications, Experience & Skills: 

Essential:

•    Qualification as a Solicitor, Barrister or Attorney-at-Law;
•    At least 5 years’ post graduate experience, 4 of which should         be legislative drafting;
•    Ability to work accurately under pressure to tight deadlines;
•    Excellent written and verbal communication skills in the English Language;
•    Proficiency in computers;
•    Ability to assimilate facts quickly and use sound judgment. 

Highly Desired:
•    Diploma, or Masters of Law in Legislative drafting or related discipline; 
•    Working knowledge and experience in banking, securities, companies, insurance, trusts or fiduciary services;
•    Professional knowledge of Cayman Islands legislative practices; 
•    Familiarity with the Cayman Islands legal framework including legislation and regulations affecting commercial activity in the Cayman Islands such as company registration, banking requirements, labour regulations, customs and business licensing.
