As part of the Australian aid Program in the Solomon Islands, the Solomon Islands Justice Program (SIJP) works with Solomon Islands Government (SIG) agencies and local organisations across the sector towards SIG’s overall vision for the justice sector “Communities in Solomon Islands have greater access to a credible justice system that supports the rule of law”.

The Sectoral Monitoring, Evaluation and Learning Adviser (Justice) will be based at the SIJP Office, working in a Monitoring, Evaluation and Learning (MEL) unit that supports MEL in SIJP as well as the new governance and policing programs

Roles and Responsibilities

Key roles and responsibilities include:

  • Collaborate, coordinate and share findings amongst a small unit of MEL personnel from the Justice, Governance and Police Development Programs, to:
    • Develop complementary MEL systems to enable accountability to the DFAT-AFP Joint Steering Committee (aligned with the Overarching Strategy) and to DFAT (aligned with the Aid Quality Check assessment criteria);
    • Facilitate annual reflection workshops and reviews, as required;
    • Ensure results related to gender equality, social inclusion, diversity and impact in provincial areas are systematically captured and reported on; and
    • Ensure that MEL systems respond to performance information needs of all joint reporting, annual reflection workshops and the SIG Advisory Committee.
  • Liaise with the JSCC to determine MEL whole-of-sector needs and work with relevant agencies to ensure that these needs are met;
  • Take a leading role, as requested, in investigating the primary causes and contributing factors of issues that span the justice sector;
  • Assist the Head of Program to articulate appropriate MEL indicators for the SIJP life-cycle and ensure that such MEL needs and reporting requirements are met;
  • In consultation with other relevant advisers, develop a suite of MEL indicators to inform the suitability of various support modalities over time;
  • In collaboration with the Training and Development Adviser, develop and implement a longitudinal model for measuring the impacts and effectiveness of twinning and training programs over the duration of SIJP;
  • Assist heads of justice agencies to articulate appropriate MEL indicators that meet SIG reporting requirements, measure the impact of changes to the status quo and that are suitable to inform management and strategic decision-making;
  • Develop, and wherever possible automate, simple and effective infographics to concisely and clearly communicate information to a wide range of audiences;
  • Facilitate the timely and regular sharing of data, analysis and learning between SIG agencies and SIJP; and
  • Promote and assist in the development of JIMS as a performance management reporting tool for agency heads and senior managers in relevant agencies.

Key Selection Criteria

  • Tertiary qualifications in evaluation, research, statistical analysis or relevant discipline.
  • Minimum of 10 years’ experience in monitoring and evaluation, research and analysis involving complex sectoral programs;
  • Working knowledge of data collection, management information systems and statistical analysis;
  • Demonstrated commitment to gender equity, disability and anti-corruption mainstreaming in planning, practices and in support of service delivery;
  • A demonstrated personal commitment and success with building the capacity of a team, including mentoring, coaching and further professional development.
  • A sound (or the capacity to quickly acquire) an understanding of Solomon Islands or Pacific development context;
