As part of the Australian aid Program in the Solomon Islands, the Solomon Islands Justice Program (SIJP) works with Solomon Islands Government (SIG) agencies and local organisations across the sector towards SIG’s overall vision for the justice sector “Communities in Solomon Islands have greater access to a credible justice system that supports the rule of law”.

The Sectoral Infrastructure and Maintenance Adviser will be based in the SIJP Management Office and will collaborate with relevant counterparts across relevant justice sector agencies to effectively deliver and improve the outcomes of infrastructure investments. The Adviser will work across a range of agencies to ensure that the processes for delivering and maintaining infrastructure are transparent and accountable.

Roles and Responsibilities

Key roles and responsibilities include:

  • Adopt a hands-on coaching and mentoring approach to counterparts for the effective delivery of Australian Government funded justice infrastructure;
  • Ensure that Australian Government funded justice infrastructure accounts for socially-inclusive access and minimises vulnerability to climate change and natural disasters;
  • Collaborates closely with counterparts to ensure that all procurement for Australian Government funded infrastructure meets SIG requirements and complies with the Direct Funding Agreement between DFAT and respective SIG agencies; and
  • Assists the Finance and Budget Adviser to monitor the expenditure of Australian Government funds disbursed through SIG systems for risks and non-compliance with SIG requirements and prepare written updates for DFAT with respect to suspected, emerging or current issues.
  • Strengthen the capacity for a targeted range of stakeholders to ensure a competitive, value-for-money, transparent and fair market for the tendering and delivery of infrastructure services

Key Selection Criteria

  • Qualification in engineering, construction management or other relevant area.
  • Minimum of 10 years’ experience in the development and implementation of infrastructure, maintenance and construction programs within a public-sector context;
  • Ability to mentor staff in effective infrastructure management including personnel from varied professional, cultural and language backgrounds;
  • Understanding of sound procurement and tendering processes for infrastructure activities and an ability to ensure compliance with relevant policies;
  • Demonstrated commitment to gender equity, disability and anti-corruption mainstreaming in planning, practices and in support of service delivery;
  • A demonstrated personal commitment and success with building the capacity of a team, including mentoring, coaching and further professional development.
  • A sound (or the capacity to quickly acquire) an understanding of Solomon Islands or Pacific development context;
