To deliver and manage the provision of a comprehensive, professional legal and Company Secretariat service to support the Regulator.
The post holder will provide the Executive Team and Regulation Committee (Board) members with high quality legal advice and support on statutory and regulatory matters, including compliance, governance and best practice.
The post holder will be responsible for a wide range of complex legal matters including Regulation, Public Law, Vires, Governance, Social Housing and working with MHCLG on legislation which affects the regulator.
In addition, the post holder will act as Company Secretary, attend Regulation Committee (Board) Meetings and oversee and manage a team of in-house lawyers.
The post holder will also have responsibility for the Legal Panel, legal services (including data protection and FOI), operational management and a key leadership role in respect of the Legal Services team as well as a member of the regulation senior leadership team.
The social housing market has become increasingly complex and the nature and extent of the risks which Registered Provider’s boards must manage are correspondingly more challenging. The Regulator of Social Housing’s principal focus is on promoting a viable, efficient and well-governed social housing sector able to deliver homes that meet a range of needs. Our regulatory approach aligns with our principal focus on our economic standards (Governance and Viability, Rents and Value for Money), and our consumer standards where our role is reactive.
The Head of Legal Services and Company Secretary reports to the Director of Regulation and works across the Regulator’s business, providing legal advice on regulation matters, and on governance and matters relating to the smooth operation of the organisation, as well as input to policy development and advice to MHCLG.
The successful candidates will have a legal qualification and current practising certificate. The successful candidate will be based in the Regulator’s office in Manchester, Leeds, or London. The role offers excellent terms and conditions including the opportunity to work flexibly.
The regulation of social housing in England is the responsibility of the Regulation Committee, a statutory committee of the Homes and Communities Agency. The Homes and Communities Agency refers to itself as the Regulator of Social Housing in undertaking the functions of the regulatory committee.
The Regulator of Social Housing is due to become a stand-alone organisation in autumn 2018. All regulation staff in post on the date at which the new entity comes into being will be subject to TUPE and transferred over to the new entity on their terms and conditions of appointment at the date of transfer.
Please note: The Regulator along with other Government departments and Government sponsored bodies have been tasked with reducing running costs. The Regulator is bound by the Government’s asset strategy which means that we must continually review and make more effective use of our offices. Although the post can be based in Manchester, Leeds, or London its location may be subject to change and we cannot guarantee that staff will not be required to move base location in the future.
