Chelmsford City Council

Legal and Democratic Services Manager

Up to £80,000

Chelmsford

Are you looking for a new challenge in an organisation which is at an exciting time of growth and change?

Chelmsford City Council is responsible for shaping and managing England’s newest city and its surrounds. This is an area with a proud heritage, a prosperous economy and some of the best schools in the country. Set amidst stunning countryside, we are only a stone’s throw from London and major airports, with excellent rail and road links.

Since being granted city status in 2012, Chelmsford is growing fast. As part of this, we’re committed to creating over 20,000 new homes, 725 new jobs a year, and a supporting infrastructure to help it all run smoothly. With multi-award-winning festivals, the introduction of groundbreaking housing solutions, and unprecedented investment in leisure and community facilities, this is an exciting time for a creative, empathic and ambitious leader to join our council.

As a strategic leader, you’ll make sure that we meet our statutory and legal obligations, as well as our policy objectives. You’ll do this by managing a strong, successful team, helping to deliver cost-effective and efficient services with a positive attitude.

The ideal candidate will be much more than a traditional lawyer. We’re looking for someone who can challenge us, find new ways to do things, and identify innovative solutions. To realise our ambitious growth plans will take significant planning, and you will be a key part of this.

You will also play a key role in elections, acting as Monitoring Officer and providing legal advice and support for local democracy.

With a strong degree, you will be a qualified solicitor with experience of working in a complex organisation and a good understanding of local government, its environment and current challenges. You will also possess detailed knowledge of democratic services and of regeneration work in relation to planning, property and contracts. Excellent interpersonal and negotiation skills will give you the ability to communicate complicated information in a simple way and the confidence to influence, persuade and advise others at all levels.
