Successful candidates will be lawyers who have a high level of analytical skills and the ability to master complex legal concepts and identify practical solutions to problems. They will have a genuine interest in the form and use of language and in finding methods to express complex legal propositions effectively. They will also need to be to work under pressure and think creatively. Since Legislative Counsel work closely with Welsh Government lawyers and policy makers at all stages in producing legislation, successful candidates will also have excellent interpersonal and communication skills.

Drafftio deddfau i Gymru

CWNSLER DEDDFWRIAETHOL CYNORTHWYOL

£61,090 i £71,475 (yn amodol ar gwblhau cyfnod prawf dwy flynedd yn foddhaol ar raddfa gyflog is).

Lleoliad: Cymru gyfan

Mae Swyddfa’r Cwnsleriaid Deddfwriaethol yn dîm o gyfreithwyr arbenigol sy'n gyfrifol am ddrafftio Biliau i'w cyflwyno i Gynulliad Cenedlaethol Cymru. Mae angen i Gwnsler Deddfwriaethol  ddrafftio cyfraith i cyflawni amcanion polisi Llywodraeth Cymru mewn ffordd sy'n ieithyddol glir yn ogystal â bod yn effeithiol yn gyfreithiol. Mae hon yn dasg heriol, sy'n cynnwys dadansoddiad manwl o faterion cyfreithiol, o’r amcanion polisi ac o ddeddfwriaeth sydd eisoes yn bodoli. Mae hefyd yn gofyn am safon eithriadol o gywirdeb a sylw i fanylder. Mae Llywodraeth Cymru hefyd yn ymrwymedig i sicrhau bod y llyfr statud Gymreig sy’n datblygu yn dod yn fwy hygyrch ac yn haws ei ddefnyddio a'i ddeall.

Bydd yr ymgeiswyr llwyddiannus yn gyfreithwyr sydd â lefel uchel o sgiliau dadansoddi a’r gallu i feistroli cysyniadau cyfreithiol cymhleth a dod o hyd i atebion ymarferol i broblemau. Byddant â diddordeb yn ffurf a  defnydd  iaith, ac mewn ddulliau i fynegi cynigion cyfreithiol cymhleth yn effeithiol. Bydd hefyd angen iddynt fedru gweithio o dan bwysau ac i feddwl yn greadigol. Mae’r Cwnsleriaid Deddfwriaethol yn gweithio'n agos gyda chyfreithwyr Llywodraeth Cymru a llunwyr polisi ar bob cam wrth lunio'r ddeddfwriaeth, a bydd angen felly i’r ymgeiswyr llwyddiannus hefyd feddu ar sgiliau rhyngbersonol a chyfathrebu ardderchog.

Rydym am benodi pedwar Cwnsler Deddfwriaethol Cynorthwyol.

Ar gyfer o leiaf dau o'r pedwar penodiad, bydd yn rhaid i'r ymgeisydd llwyddiannus feddu ar (neu bod yn agos at gaffael) sgiliau iaith Gymraeg lefel uwch. Ar gyfer y ddwy swydd arall, mae sgiliau iaith Gymraeg yn ddymunol ond ddim yn hanfodol.

Mae Llywodraeth Cymru yn Gyflogwr Cyfle Cyfartal ac yn sefydliad sy’n Hyderus o ran Anabledd.  Gellir gwneud ceisiadau yn Gymraeg neu’n Saesneg.  Ni chaiff ceisiadau a gyflwynwyd yn Gymraeg eu trin yn llai ffafriol na'r rhai a gyflwynir yn Saesneg. Ategir prosesau recriwtio Llywodraeth Cymru gan yr egwyddor o ddethol ar gyfer penodiadau yn ôl teilyngdod ar sail cystadleuaeth deg ac agored fel yr amlinellir Egwyddorion Recriwtio Comisiwn y Gwasanaeth Sifil.
