Job Details
Assistant Coroner for Ceredigion Coroner Area (1 post)
Fee paid post: up to £383 per day (half day £191).
Ceredigion County Council, as Relevant Authority for the Ceredigion Coroner Area, is seeking to appoint a new Assistant Coroner to support the Ceredigion Senior Coroner across the full range of Coroner duties in order to assist in delivering a high quality coroner service.
The number of deaths registered annually averages 812 with approximately 319 cases (approx. 38%) referred to the Senior Coroner.
In 2018,161 post-mortems were carried out, of which 41 resulted in inquests being opened.
Assistant Coroners will be expected to undertake Coroner duties across the Ceredigion Area in the absence of the Senior Coroner (through illness or holiday).
The Assistant Coroner will be required to sit within the Ceredigion Coroner Area, currently in Aberystwyth.
Ceredigion County Council is seeking to appoint an individual who will be able to demonstrate knowledge and experience of Coroner law and basic medicine as well as proven skills in conducting investigations and a thorough understanding of court procedures. You will also need to demonstrate the excellent communication and interpersonal skills necessary to deal with sensitive situations. You will work closely with the Senior Coroner to ensure value for money as well as performance and financial efficiencies. The successful candidate will be required to carry out the duties and responsibilities of the Coroner as defined in the Coroners and Justice Act 2009 and associated rules and regulations and as further described in various guidance issued by the Chief Coroner.
The successful candidate will be a barrister, a solicitor or Fellow of the Institute of Legal Executives and satisfy the judicial-appointment eligibility condition on a 5 year basis. They will be under the age of 70 and be subject to the appointment and eligibility conditions within the Coroners and Justice Act 2009 (s.23 and Schedule 3). Successful candidates will, ideally, have experience of conducting lengthy and/ or complex investigations with or without a jury. Previous experience as an Assistant Coroner would be desirable although not essential if equivalent experience can be evidenced.
Once a Coroner is appointed they are then a Judicial Officer holder until they reach the age of 70 years (compulsory retirement age) unless they choose to resign or are removed by the Lord Chief Justice and Lord Chancellor prior to their 70th birthday.
It is a Coroner’s personal responsibility (and not that of his/her clerk/secretary) to ensure that they sit when possible. The Chief Coroner and the Lord Chancellor would expect an Assistant Coroner to offer a minimum of 15 sitting days each financial year. However, it is recognised that there is a variance of workload in each area.
Due to the nature of the work requirements, living within the Coronial area would be desirable but candidates are welcome to apply from other areas.
The candidate pack is available from the Council’s website:
Suitable qualified applicants are requested to apply online.
Closing date: 11th August 2019.
Interview date: 27th or 30th September 2019. To be confirmed
Notification
The vacancy for this post has been notified to the Chief Coroner and Lord Chancellor (as required by statute).
Crwner Cynorthwyol ar gyfer ardal Crwner Ceredigion (1 swydd)
Swydd lle telir ffi: hyd at £383 y dydd (hanner diwrnod £191).
Mae Cyngor Sir Ceredigion, fel yr Awdurdod Perthnasol ar gyfer Ardal Crwner Ceredigion, yn ceisio penodi Crwner Cynorthwyol newydd i gefnogi Uwch Grwner Ceredigion gyda’r ystod lawn o ddyletswyddau crwner, er mwyn darparu gwasanaeth crwner o ansawdd uchel.
Ar gyfartaledd cofrestrir 812 marwolaeth bob blwyddyn gyda thua 319 o achosion (tua 38%) yn cael eu cyfeirio at yr Uwch Grwner. Yn 2018, cynhaliwyd 161 post-mortem, gyda 41 yn arwain at agor cwest.
Disgwylir i Grwneriaid Cynorthwyol gyflawni dyletswyddau Crwner ledled Ceredigion yn absenoldeb yr Uwch Grwner (oherwydd salwch neu wyliau).
Bydd yn ofynnol i’r Crwner Cynorthwyol weithredu o fewn Ardal Crwner Ceredigion, ar hyn o bryd yn Aberystwyth.
Mae Cyngor Sir Ceredigion yn ceisio penodi unigolyn a fydd yn gallu arddangos gwybodaeth a phrofiad o gyfraith Crwner a meddygaeth sylfaenol, yn meddu ar sgiliau profedig wrth gynnal ymchwiliadau a dealltwriaeth drylwyr o weithdrefn y llys. Bydd angen i chi hefyd ddangos y medrau cyfathrebu a rhyngbersonol ardderchog sydd eu hangen i ddelio â sefyllfaoedd sensitif. Byddwch yn gweithio’n agos gyda’r Uwch Grwner i sicrhau gwerth am arian, yn ogystal ag effeithiolrwydd o ran cyflawniad ac arian. Bydd yn ofynnol i’r ymgeisydd llwyddiannus gyflawni dyletswyddau a chyfrifoldebau Crwner fel y’u diffinnir yn Neddf Crwneriaid a Chyfiawnder 2009 a’r rheolau a’r rheoliadau cysylltiedig ac fel y disgrifir ymhellach mewn canllawiau amrywiol a gyhoeddwyd gan y Prif Grwner.
Bydd yr ymgeisydd llwyddiannus yn fargyfreithiwr neu’n gyfreithiwr neu’n Gymrawd o Sefydliad Gweithredwyr Cyfreithiol ac yn bodloni’r amod cymhwysedd penodi barnwrol ar sail 5 mlynedd. Byddant dan 70 oed a byddant yn ddarostyngedig i’r amodau penodi a’r cymhwysedd o fewn Deddf Crwneriaid a Chyfiawnder 2009 (adran 23 ac Atodlen 3). Yn ddelfrydol, bydd gan ymgeiswyr llwyddiannus brofiad o gynnal ymchwiliadau hir a chymhleth/neu gymhleth gyda neu heb reithgor. Byddai profiad blaenorol fel Crwner Cynorthwyol yn ddymunol, er nad yn hanfodol, os gellir dangos tystiolaeth o brofiad cyfwerth.
Yn dilyn ei benodiad/ei phenodiad, bydd y Crwner yn dal Swydd Farnwrol nes ei fod/ei bod yn 70 oed (oedran ymddeol gorfodol) oni bai ei fod/ei bod yn dewis ymddiswyddo neu’n cael ei symud gan yr Arglwydd Brif Ustus a’r Arglwydd Ganghellor cyn ei ben-blwydd/ei phen-blwydd yn 70.
Cyfrifoldeb personol Crwner (ac nid cyfrifoldeb clerc neu ysgrifennydd/ysgrifenyddes) yw sicrhau ei fod/ei bod yn eistedd mewn llys pan fo hynny’n bosibl. Byddai’r Prif Grwner a’r Arglwydd Ganghellor yn disgwyl i Grwner Cynorthwyol gynnig gweithredu am o leiaf 15 niwrnod bob blwyddyn ariannol. Serch hynny, cydnabyddir bod y llwyth gwaith yn amrywio o ardal i ardal.
Oherwydd natur gofynion y swydd, byddai byw yn Ardal y Crwner yn ddymunol, ond mae croeso i ymgeiswyr o ardaloedd eraill gyflwyno cais.
Mae’r pecyn i ymgeiswyr ar gael o wefan y Cyngor.
Gofynnir i ymgeiswyr a chanddynt y cymwysterau addas ymgeisio ar-lein.
