The Central Bank of Ireland is seeking to appoint an Enforcement Manager, who will be responsible for the management and progression of enforcement cases. This role is offered as a contract of indefinite duration and is aligned to our Bank Professional 1 grade, consistent with the BP1 salary scale. The role of an Enforcement Manager is varied. Working in a multi-disciplinary environment, you will have the opportunity to lead high-profile cases of public importance under our various enforcement regimes (Administrative Sanctions, Fitness & Probity, Market Assessor). These investigations deal with misconduct by firms and individuals in a range of sectors spanning consumer and prudential misconduct. Increasingly and as wholesale markets expand in Ireland, we are also developing our markets enforcement capability both in a criminal and regulatory capacity.
The key accountabilities for the role will be to:
- Lead a multi-disciplinary team with responsibility for the conduct of enforcement cases under the Administrative Sanctions and/or Fitness and Probity Regime, with responsibility for developing case strategy, ensuring that cases are conducted forensically and in accordance with legal requirements.
- Lead settlement discussions on behalf of the Central bank in relation to any cases within your portfolio.
- Direct Enforcement’s response to litigation which may arise out of any cases within your portfolio.
- Liaise with supervisory divisions within the Central Bank in order to facilitate the efficient and effective referral and progression of cases, and to enhance key stakeholder relationships.
- Contribute to the strategic thinking of Enforcement in relation to the various legal and policy issues that arise so that the Division can progress its cases and mandate effectively.
The role holder is expected to possess and demonstrate the following skills and experience:
- Experience of some or all of the following: leading large/complex investigations ideally in the context of financial services enforcement and/or in a professional disciplinary context or leading large complex litigation. Expertise in administrative/regulatory law, financial services law is also desirable.
- Highly analytical, able to interpret large volumes of complex information quickly and accurately and the ability to make logical and timely decisions, cutting through complexity and seeing the big picture.
- Experience of conducting complex investigative interviews and mentoring more junior staff to develop these skills.
- A high level of relevant academic achievement in the fields of litigation, administrative law, financial services law, risk, compliance, forensic accounting, internal audit or any related professional discipline. Professional legal qualification as practicing Solicitor or professional accounting qualification e.g. ACA, ACCA, CPA.
- Membership of the professional body the Law Society of Ireland is an indispensable condition of the tenure of the employment (for solicitors only). At least 9 years post qualification experience is required.
- Strong project management skills and proven ability to manage and balance a diverse portfolio of activity.
- Excellent verbal and written communication with an ability to communicate with, and influence effectively, individuals at all levels from across the organisation and the Financial Services industry as a whole.
- Strong people management, coaching and leadership skills and an ability to monitor and review high and low performance of a team, providing support and guidance to ensure success.
- Excellent negotiation and advocacy skills.
