Navigating the complex legal challenges of creating a city for all

The opportunity

We have big plans for Birmingham. We’re getting ready to host the 2022 Commonwealth Games and take our place on the international stage. We’re also launching our ‘Big City Plan’ investment scheme, a 20-year masterplan designed to revolutionise the city centre, covering 1.5 million square metres of new floorspace, 50,000 new jobs and a potential £2.1 billion for our region’s economy annually. Then there’s the arrival of HS2 - a project to rebalance the UK economy and infrastructure.  Already Europe’s youngest major city, and the most diverse in the UK outside London, we want nothing less than to be the best city in the UK. That also means doing what’s right for our city and residents, which is where your legal expertise comes in.

The role

As the Council’s chief legal advisor, heading up Legal and Democratic Services, you will use your experience to provide professional advice on the full range of strategic and technical issues that challenge local government. In this multi-faceted role, you will guide the Council as it develops and delivers safe, high-quality services while achieving value for money. Specifically, you will provide legal and governance advice to the Chief Executive, Elected Members, Officers and the Lord Mayor in Full Council. This includes identifying and implementing innovative, integrated service arrangements which build on the service’s private and public partnerships. You will also be responsible for the Governance team including Committee Services Scrutiny and Electoral services. 

The person

Heading up a department that handles around 7,500 cases every year is the perfect challenge for a qualified and experienced solicitor who isn’t daunted by working on a large scale. You are likely to be working at divisional manager level in a complex organisation, advising senior managers, where you will have demonstrated robust and decisive leadership. Given the complexity of local government issues, experience of working in a political environment would be an advantage. This influential role would suit a collaborative, persuasive professional with the experience, judgement and people skills to ensure that the Council maintains its standards of legal compliance and good governance.  The pace will be rapid so you’ll need to be focused on delivery, but as priorities may change, flexibility and adaptability are also important.
