The Health and Safety Executive (HSE) is an independent regulatory authority that oversees the quality of England’s workplaces. With a focus on preventing illness, injury and death, we ensure the nation’s employers are maintaining the highest standards, and we hold to account those who are not meeting our expectations. Providing assessments and conducting investigations into accidents and incidents, we offer clear guidance to raise awareness of risks and drive behaviour change. And as a result of the Grenfell Tower tragedy, we have now been tasked with formulating a new Building Safety Regulator (BSR) which will ensure that people living in high-risk buildings are safe.

The team you will be joining

This is an exciting time to join the BSR’s growing enforcement and litigation team, and help us establish a highly efficient regulatory regime for higher-risk buildings in England. With responsibility for overseeing the safety and performance of the wider built environment, we will set technical standards for the building industry to adhere to, and we will raise standards of building professionals working in these environments.

The role

As the BSR Enforcement Lawyer, you will provide legal advice relating to the most serious and high-profile criminal prosecutions relating to building safety breaches. Working in partnership with the Lawyers at the Government Legal Department who deal with our advisory and drafting work, you will make recommendations on the development and implementation of enforcement policies and sanctions, including appeals against enforcement decisions.

Working to tight deadlines to deliver evidence-based expertise, this is an exciting opportunity to further your knowledge in a forward-thinking team. We will provide you with full training and ongoing support to develop your career, and in turn, we will expect you to provide training to less-experienced colleagues and share expertise with the wider HSE.

Who we’re looking for

As you will be working in partnership with a wide array of stakeholders – such as colleagues from the Home Office, internal HSE counterparts working on building control and fire safety legislation, regulators from local authorities and fire and rescue services, landlords, developers, construction companies and residents’ representatives – you will have exceptional influencing and verbal and written communication skills.

The work we are doing will impact on thousands of people from every sector of society, so it’s vital that our team reflects the diversity of the communities that we are seeking to protect. As such, we are looking for flexible team-players from all backgrounds.

To be equal to this challenge, you will be a qualified Solicitor, Barrister or a Fellow of CILEx, and you will have a good knowledge of regulatory law. If you have experience of local government law, prosecution and civil enforcement, that would be advantageous. Highly astute with good analytical and problem-solving skills, you will be able to manage risks and deliver a cost-effective service that meets and exceeds customer needs.
