Are you committed to helping us regulate health and social care within England?

We are looking for individuals who are caring, demonstrate integrity, work well as part of a team and always strive for excellence in everything they do. Help us make sure health and social care services provide people with safe, effective, compassionate, high-quality care and encourage care services to improve.

Let us tell you a little bit about the role....

The Care Quality Commission (“CQC”) is the lead regulator for health and social care services in England.  The CQC’s Litigation, Prosecutions, and Inquests (“LPI”) Team is recruiting a civil legal manager. The work of the Civil Team involves conduct of First Tier Tribunal (“FTT”), Upper Tribunal (“UT”) appeals and judicial review.

As part of the Senior Leadership Team you will be expected to work together to lead on areas of development and change across Governance & Legal Services (“GLS”) such as Lead areas, Quality Improvement programs and GLS wide communications. You will also be responsible for ensuring the appropriate management of urgent policy or enforcement activity.

In your role you will be responsible for delivery of the CQC legal priorities and business plan and you will influence the development of overall CQC legal priorities.  You will consider the feedback and experience of colleagues and their teams in the wider organisation to shape the direction of legal leadership in order to develop legal strategy and service.

The Civil Team specialises in the conduct of appeal litigation arising from CQC civil enforcement decisions. At their busiest the team handle internally between 60 - 80 appeals.  The team currently consists of 2 Senior Lawyers, 2 Lawyers, 1 Legal Officer, and 4 paralegals (a resource shared with the LPI Criminal Team). The Civil Legal Manager role is a new position that is required to support the work of the team and management of external law firms who may be instructed to conduct CQC appeals.

As the Legal Manager you will be responsible for leading and supporting Senior Lawyers and the team whilst ensuring diversity and inclusivity is maintained through fair recruitment and excellent line management. You will work closely with other Legal Managers, Heads of Governance and Legal Services and Director to ensure resources are deployed to critical areas for CQC and support is available as required.
