Salary: £37,569 to £45,189 plus an allowance of £1,639. You will receive £37,569 the band minimum. Progress to the band maximum of £45,189 will be via incremental progression

Data is a vital tool in Counter Terrorism Policing (CTP), but it must be used responsibly. We want to exploit information to tackle threats but also meet legal compliance and maintain public trust. As Data Ethics Lead, you’ll see that the CT policing network is aware of ethical boundaries when it comes to data collection, storage and sharing. It’s a chance to gain experience in policing and play your part in protecting national security.

Join us, and you’ll be shaping and managing data ethics across the CTP network. In practice, that means developing an ethical framework, for now and in the future. You’ll then measure performance compliance against the framework and also create a code of ethics. Meanwhile, you’ll provide analysis and insight, and work with a wide range of stakeholders to build understanding of your field.

The sensitive nature of the data we handle means that your role is critical. You must therefore be a skilled professional with a firm grasp of data ethics challenges and the wider ethical considerations of the work we undertake. Your knowledge will cover trends in solving data problems and emerging perspectives on data concepts. Underpinning this, you’ll have a qualification in Information Security, Law, Analysis or Data Science (or equivalent), and the ability the research complex concepts. As you’ll be connecting with others and persuading them to adopt your practices, good communication skills will be essential, too. You should be able to influence, negotiate and explain why data ethics is so crucial.

Job Summary:

Counter Terrorism Policing is a collaboration of UK police forces working with security and intelligence agencies to help keep people safe from terrorism. CTP HQ does this through the provision of corporate services as well as national operational tasking and co-ordination. It houses unique national CT capabilities that support the entire network as well as overseeing delivery of CT Policing across the regions to ensure that it operates in a way that is both effective and efficient.

The national security environment we face now demands a paradigm shift in our posture and our capability. Data & Analysis is an enabling 'pillar': our vision is that CTP becomes a data-centric organisation, with the right data exploitable by the whole Network against any threat, utilising the best available capabilities whilst maintaining legal compliance and public trust.

The role will work to the Data Governance Lead in the Data and Analysis Pillar. The role will work collaboratively across the CT Policing network to ensure data is always used ethically.

It provides a unique opportunity for the role holder to gain experience of Counter Terrorism, our strategic partners and the wider policing network, although previous experience in these areas is not a pre-requisite.

Please note: The MPS are seeking a Data Ethics Lead to work within the Data Office. The Data Ethics lead will have responsibility for the implementation of a Data Ethics framework, working with stakeholders from across the MPS to build understanding of data ethics. The Data Ethics lead will need to work closely with the Data Protection Officer, Data Governance & Analytics teams to ensure that MPS use data ethically to help keep London safe. If you are placed on a select list at the conclusion of this campaign, you may be offered this Data Ethics role within the MPS instead of CTPHQ.
