Independent Reviewer (ICIBI)
Time commitment: Part time. (1-2 days a week for 4-6 months, with flexibility)
Remuneration: £130,000 per annum pro rata
Location: Flexible. This will include regular trips to the Review Team location in London and other key locations.
We are currently accepting applications for the role of Independent Reviewer of the Independent Chief Inspector of Borders and Immigrations (ICIBI), to lead an independent review into the role and remit of the ICIBI and how the Home Office responds to ICIBI feedback.
We are committed to embedding the learning and insight from the Windrush Lessons Learned Review, and this role represents our drive to become a Department that is both more open to scrutiny and to continually learning from customer feedback. The review will, broadly, look at the following elements:
- The responsibilities of, and working relationship with, the Home Office in relation to the Inspectorate – the routine information, and access, that the Home Office provides to the Inspectorate; how the Home Office responds to, engages with, and learns from their reports; and how recommendations are implemented and tracked;The powers of the ICIBI, and its scope, as set out in legislation including powers of publication and access to information;
- How the inspection framework is developed, who inputs into it, and whether this affords sufficient opportunity to spot potentially systemic issues;
- How the voice and concerns of service users are considered, including the working relationship with any Migrants’ Commissioner;
- Other changes that might be required to support the Inspectorate to deliver its purpose - including funding, resourcing, and capabilities.
The Independent Reviewer’s work will be independent of the Home Office and the appointee will be expected to provide a report which seeks to address the issues listed above. Any recommendations should be evidence-based and proportionate. The Reviewer will be accountable to the Permanent Secretary but the day-to-day working relationship will be managed within the Home Office’s Strategy Directorate. The Reviewer will also be required to build effective working relationships with senior officials across the Migration and Borders mission.
We are looking for candidates with a proven track record of leadership within large organisations and reforming complex systems, taking account of legal or regulatory frameworks. Candidates will have strong powers of analysis and judgement, with proven ability to weigh complex information and competing perspectives and provide impartial and objective advice that will stand up to public scrutiny and challenge.
This appointment will be for 1-2 days per week for a period of 4-6 months.
