Litigation Lawyer

Salary: £51,380 to £61,440

Location: Pan Wales

'Pan Wales' means that the location in which the vacancy can be based is flexible, subject to the needs of the business. A list of the Welsh Government's offices can be found on our website (www.wales.gov.uk). Please note it may not always be possible to accommodate a preference for a specific office location, but requests will be taken into consideration.

Most of our staff are however currently working remotely due to the pandemic. Whilst the precise post pandemic working arrangements are still under consideration, it is likely that such arrangements will see the normalisation of blended or hybrid “place of work” arrangement for many staff in the future.

The Welsh Government is in the midst of a period of exceptional change at a critical time in UK and Welsh affairs and the decisions associated with this work are under unprecedented scrutiny and challenge.  Consequently, we are looking to recruit a number of talented litigation lawyers to join the Department to conduct a wide range of litigation work brought by and against the Welsh Government.

Our litigation lawyers will play a key role in delivering successful outcomes for the Welsh Ministers across all policy areas, by defending their decisions when challenged, and ensuring regulatory standards are upheld in certain settings. The work of the Department’s Litigation lawyers will consist of core public law litigation including judicial reviews and references to the Supreme Court, where questions of constitutional importance will be determined.  Litigation lawyers will also have conduct regulatory litigation work arising from Care Inspectorate Wales and Healthcare Inspectorate Wales, information rights appeals, proceedings involving Cafcass Cymru, and will support the Government in inquests and public inquiries.  The work will be high-profile, challenging and will provide a unique opportunity to handle cases of significant constitutional interest.

With more than 100 lawyers and support staff, organised across a wide variety of subject areas, the Legal Services Department is the largest public sector legal department in Wales. It is responsible for the delivery of all legal services to the Welsh Ministers. The Department’s lawyers are at the heart of devolved government, playing a central role in the development of Welsh primary and secondary legislation advising on complex matters of public law, high value government contracts, on projects of national significance and major constitutional developments.

If you are attracted by working at the forefront of the law on litigation which is of importance in Wales and beyond and have experience of litigation – particularly in relation to public and/or regulatory law – the Welsh Government would welcome your interest.

Starting salary:

  • If you have 3 or more years of post-qualification experience at offer: £51,380 (non-negotiable) and rising in stages over 3 years to £61,440;
  • If you have less than 3 years’ post-qualification experience at offer - starting salary £31,210 (non-negotiable).  You may be eligible to re-grade to the Lawyer grade and salary when you reach one year’s service or 3 years’ post-qualification experience, whichever comes sooner (subject to satisfactory performance). Please note that if an individual’s 3 years’ experience date falls within the probation period, they will not progress to the next grade until the probation period has concluded.

Applications from those who have previously expressed an interest in joining the Welsh Government legal team would also be welcome.

We welcome and encourage applications from those currently underrepresented in our workforce, such as Black, Asian and Minority Ethnic people and disabled people.

For further details of these roles and our assessment criteria and process please read the advert on the Welsh Government website

Closing Date: 4pm on Monday 11th July 2022

Mae 'Cymru gyfan' yn golygu y gellir bod yn hyblyg o ran lleoliad y swydd, yn amodol ar anghenion y busnes. Gellir gweld rhestr o swyddfeydd Llywodraeth Cymru ar ein gwefan (www.cymru.gov.uk). Noder na fydd hi bob amser yn bosibl ichi allu gweithio yn y lleoliad a ddewisir gennych, ond bydd ceisiadau yn cael eu hystyried.

Fodd bynnag, mae’r rhan fwyaf o’n staff yn gweithio o bell ar hyn o bryd oherwydd y pandemig. Er bod union drefniadau gwaith y cyfnod ar ôl y pandemig yn dal yn cael eu hystyried, mae’n debygol y bydd y trefniadau gwaith cyfunol neu “leoliad gwaith” hybrid yn dod yn fwy arferol i lawer o staff yn y dyfodol.

Bydd gwaith cyfreithwyr Ymgyfreitha’r Adran yn cynnwys ymgyfreitha cyfraith gyhoeddus craidd, gan gynnwys adolygiadau barnwrol a chyfeiriadau at y Goruchaf Lys, lle pennir cwestiynau ynghylch pwysigrwydd cyfansoddiadol. A chanddi fwy na 100 o gyfreithwyr a staff cymorth, sy’n gweithio mewn amrywiaeth eang o feysydd pwnc, yr Adran Gwasanaethau Cyfreithiol yw’r adran gyfreithiol fwyaf yn y sector cyhoeddus yng Nghymru. Mae’n gyfrifol am ddarparu pob gwasanaeth cyfreithiol i Weinidogion Cymru. Mae cyfreithwyr yr Adran wrth galon y llywodraeth ddatganoledig, gan chwarae rôl ganolog wrth ddatblygu deddfwriaeth sylfaenol ac is-ddeddfwriaeth Gymreig, a chynghori ar faterion cymhleth o ran y gyfraith gyhoeddus, contractau gwerth uchel y llywodraeth, ar brosiectau ac iddynt arwyddocâd cenedlaethol, ac ar ddatblygiadau cyfansoddiadol mawr.

Os oes gennych brofiad ym maes ymgyfreitha – yn enwedig o ran y gyfraith gyhoeddus a/neu gyfraith reoleiddiol – a bod gweithio ar flaen y gad o ran y gyfraith ymgyfreitha sydd o bwys yng Nghymru a thu hwnt o ddiddordeb ichi, hoffai Llywodraeth Cymru glywed gennych.

Noder, os bydd y dyddiad pan fo gan unigolyn dair blynedd o brofiad yn dod o fewn y cyfnod prawf, ni fydd yn mynd i’r radd nesaf hyd nes y bydd y cyfnod prawf wedi dod i ben.

Croesewir ceisiadau gan rai sydd wedi mynegi diddordeb o’r blaen mewn ymuno â thîm cyfreithiol Llywodraeth Cymru yn ogystal.

Rydym yn croesawu ac yn annog ceisiadau gan rai sydd, ar hyn o bryd, yn cael eu tangynrychioli yn ein gweithlu, er enghraifft pobl Ddu, Asiaidd ac Ethnig Leiafrifol a phobl anabl.

Company

The Welsh Government is the devolved Government for Wales. We are working to help improve the lives of people in Wales and make our nation a better place in which to live and work.

The Welsh Government consists of:

  • The First Minister
  • Welsh Ministers
  • The Counsel General
  • Deputy Ministers

They are supported by civil servants who work across devolved areas that include key areas of public life such as health, education and the environment.

We aim to be open and responsive to the needs of citizens and communities and are one of the few governments in the world that publishes Cabinet minutes and papers. Responsibility for most key areas of public life including health, education and environment is devolved.

With offices across Wales, including Merthyr Tydfil, Aberystwyth and Llandudno Junction, we are getting closer to the people we serve.
